<p>Louisiana&#8217;s new superintendent of education, John White, answers questions about his new post and Gov. Bobby Jindal&#8217;s proposals to change K-12 public education.</p>
<p>&#8211;What brought you to Louisiana?</p>
<p>&nbsp;</p>
<p>White: I came to Louisiana for really two reasons. (Joel Klein, chancellor of New York Public Schools) and I had become really close with Paul Pastorek and had grown to admire Paul&#8217;s and the state&#8217;s approach to education in Louisiana, particularly in New Orleans, and as we did that, Paul showed us the other things he was doing in Louisiana. I began to understand the longer legacy of education changes in Louisiana under Governor Foster and others and really came to see where the dialogue on education in Louisiana was a more frank and, I thought, children-oriented one than certainly the dialogue in New York had become, and I think still is.</p>
<p>&nbsp;</p>
<p>&#8211;What are your thoughts on the governor&#8217;s education reform package?</p>
<p>&nbsp;</p>
<p>White: I am very excited about his agenda because I think it really does address the most immediate and necessary changes across the school system of Louisiana. When you are in the parish systems, they tend to acknowledge these are, whether you like them or not, lasting and important reforms that work, especially toward families who have been too long underserved by our system.</p>
<p>&nbsp;</p>
<p>&#8211;What are the major components of the governor&#8217;s plan?</p>
<p>&nbsp;</p>
<p>White: It has aligning early childhood education under a quality-oriented set of standards, and it&#8217;s a very critical move. For too long we&#8217;ve allowed the funding streams to determine which early childhood programs get with accountability systems, and that&#8217;s inequitable and wrong.</p>
<p>&nbsp;</p>
<p>The teacher agenda — I think is just a set of logical proposals. When I&#8217;m in parish systems, I see that we have an evaluation system that is unable to do much of substance other than say you&#8217;re effective or you&#8217;re not. We&#8217;re not, as a state, doing a lot in the way of compensating teachers in a way that ensures that we retain quality teachers, and we are not really doing a lot to speed the development and removal of very, very low performing teachers. And we&#8217;re not doing a lot to increase the salaries of new teachers so that we can keep them and compete parish to parish or state to state. All of these things are about giving parishes the incentives and the mandates to change the way they operate in ways of managing their work force as it regards tenure, compensation, the way layoffs are done. All of these things are things that no matter whether we have an evaluation system, if we don&#8217;t change the regulatory frameworks and the statutes in this state, districts are not going to change the way they do things.</p>

<p>What about the scholarship portion of the plan? How do we accommodate the number of students eligible for transfers?</p>
<p>&nbsp;</p>
<p>White: The governor&#8217;s plan doesn&#8217;t call for every student to take a voucher; it just says a certain number of kids are eligible for vouchers. I wouldn&#8217;t anticipate that the scholarship program is taken up by nearly the number of kids eligible for it.</p>
<p>&nbsp;</p>
<p>&#8212;How do you define an effective teacher?</p>
<p>&nbsp;</p>
<p>White: There are universals of an effective teacher. An effective teacher always sets ambitious goals. On a minute-to-minute, day-to-day, week-to-week and unit-to-unit basis and then an annual basis and invests kids in those goals. A student should always be able to tell you what they are working toward. Provided a student can say that, then the teacher can build strong relationships with the child and his parents. And then the teacher has to be able to assess the progress toward the goal pretty deftly and adapt instructional strategy to the needs of the child. If you can do that you&#8217;re going to be OK. The problem is that requires very different skill sets — a relationship skill set, a communication skill set, and a critical thinking skill set, all in the same person. I think that in the end that&#8217;s why teaching is so unbelievably difficult because beyond the enormity of the task, (it&#8217;s) the complexity of the task. This is a massively challenging profession, and we need to be rewarding it to every degree possible.</p>
<p>&nbsp;</p>
<p>&#8212;What are your thoughts on the implementation of the commmon core curriculum?</p>
<p>&nbsp;</p>
<p>White: I do have some concerns that the state is moving toward really, really increased standards that put us on the national playing field and tie us to a global bar, called the common core standards, which are being implemented across the nation. I don&#8217;t think our teachers really appreciate or are even close to fully appreciating the enormity of the shift toward these new standards. If we&#8217;re smart, we&#8217;ll use this to start a discussion about the quality of student work being produced.</p>

<p>&#8211;How do we help recruit and maintain our teachers, especially in our rural districts?</p>
<p>&nbsp;</p>
<p>White: I think with our Race to the Top money we can do more to create incentives for parishes to recruit science, engineering and math teachers. In the end, I think that if parishes can&#8217;t create a supportive environment and tweak their own financial systems in ways that allow for more compensation on the front end, we&#8217;re not going to be able to retain our teachers. The reality is our school systems are pouring literally millions of dollars into salary increases at the top end or in the middle for reasons that have absolutely nothing to do with things that have any bearing on student achievement whatsoever, including a master&#8217;s degree or professional development credits or a doctorate degree — all of which are nice to have, but none of which have been shown to have an impact on student achievement as opposed to experience, your effectiveness and your rating in the classroom, which obviously has a bearing on student achievement.</p>
<p>&nbsp;</p>
<p>&#8212;What do you think about the potential battle you may face in implementing these ideas?</p>
<p>&nbsp;</p>
<p>White: I don&#8217;t think that everything that is being talked about is nearly as draconian as people think that it is. Let&#8217;s see what the govenor&#8217;s package says around compensation. It says that if you&#8217;re ineffective, which is the bottom 10 percent of teachers every year, you don&#8217;t get a raise. That doesn&#8217;t seem to me to be crazy that the $1,500 increase that all teachers get every year, the bottom 10 percent are not going to get. All we&#8217;re saying is there are three things that have been proven to matter, content knowledge in your area, experience and how good you are. Those are the three things that matter. We&#8217;re not telling districts that we are going to set up your salary schedule for you, but (we&#8217;re saying) please when you have a salary schedule, put it around that. Because the current system basically shifts thousands of dollars into these credits that are not shown to have a relationship to student achievement. I don&#8217;t know what in there will negatively impact teacher&#8217;s lives. The vast majority of teachers will be rated effective because the vast majority of teachers are effective.</p>

<p>NEW ORLEANS &#8212; Former Louisiana Gov. Edwin Edwards has been hospitalized with pneumonia.</p>
<p>&#8220;He&#8217;s tired, but overall he&#8217;s doing well&#8221; after being taken by ambulance on Saturday to Our Lady of the Lake Regional Medical Center, his wife, Trina Scott Edwards, said in a Facebook message Sunday.</p>
<p>Edwards &#8220;should be back to his old self in a couple of days,&#8221; she wrote.</p>
<p>The former governor, whose hospitalization was first reported in the Baton Rouge news media, is 84.</p>
<p>Nearly two dozen people had posted get-well wishes on his wife&#8217;s Facebook page by Sunday morning.</p>
<p>Edwin Edwards served four terms as governor, then served more than eight years in federal prison after being convicted of racketeering.</p>
<p>Three years on probation began in early July, when he completed six months of home detention.</p>
<p>The former governor&#8217;s own Facebook page maxed out at 5,000 &#8220;friends&#8221; within weeks after its launch in late June.</p>
<p>He married prison pen-pal Trina Grimes Scott, a former Alexandria resident, on July 29, and marked his 84th birthday Aug. 7.</p>
<p>Trina Edwards, the former governor&#8217;s third wife, wrote to him after reading his authorized biography and becoming convinced that she had the wrong idea about him, Edwin Edwards said last year</p>
<p>After visiting him in prison, she asked if she could continue to see him. &#8220;I was 83 years old, in prison and broke,&#8221; Edwards said July 30. &#8220;That&#8217;s like throwing a life raft to someone who&#8217;s drowning.&#8221;</p>

<p>BATON ROUGE &#8212; If your son or daughter is one of the 44,000 Louisiana students who qualify for a state-funded grant from the Taylor Opportunity Program for Students, don&#8217;t expect it to cover all of the expenses of enrolling in a state university.</p>
<p>&#8220;There&#8217;s a misconception of what TOPS pays for,&#8221; said James Caillier, executive director of the Taylor Foundation and a TOPS proponent. &#8220;I keep hearing legislators and businessmen say they&#8217;re tired of paying for all these kids to go to school. TOPS is not paying all the costs of students to go to college.&#8221;</p>
<p>Meg Casper, associate commissioner of higher education under the Board of Regents, said another common complaint is that TOPS pays for students who can afford to pay their own way, so an income cap should be placed on it.</p>
<p>A recent study group called the Governance Commission suggested that the link between what universities charge for tuition and what TOPS pays should be severed. The group also suggested a cap on what it would pay.</p>
<p>Casper said that was the commission&#8217;s suggestion, and &#8220;so far, the Regents has not pushed any similar legislation.&#8221;</p>
<p>And with opposition from Gov. Bobby Jindal, any effort to cap TOPS has little chance of passing. The governor has veto authority over such legislation, unless it&#8217;s a constitutional amendment.</p>
<p>Jindal said he would fight to protect the merit-based scholarship, which now has a steady revenue source from tobacco-settlement revenue that provides partial funding.</p>
<p>The TOPS program was designed to pay tuition, the amount universities charge to help pay operational costs and salaries. But there&#8217;s a lot more that students have to pay &#8212; an average of $3,300 a year &#8212; that&#8217;s not covered by TOPS.</p>
<p>Caillier, a former president of the University of Louisiana System, said Louisiana first offered a student tuition-assistance program in 1984 that evolved into the Tuition Opportunity Program for Students in 1997. The initial program had an income cap, but it was lifted when TOPS was implemented.</p>
<p>Oilman Patrick Taylor of New Orleans was a major proponent of offering scholarships to students and lobbied the Legislature to create TOPS. He offered to pay the tuition of students at a predominantly black high school if they would study hard and go to college.</p>
<p>&nbsp;</p>
<p>TOPS was renamed in Taylor&#8217;s honor two years ago.</p>
<p>In 1997, TOPS did cover most of the costs of going to college. Universities at the time assessed only building fees and student activity fees, which Caillier calls &#8220;insignificant&#8221; compared to the amount of fees imposed now.</p>
<p>Over the years, universities have imposed various fees, such as &#8220;technology,&#8221; &#8220;operational&#8221; and &#8220;academic excellence&#8221; fees and an &#8220;energy surcharge.&#8221;</p>
<p>The new assessments were prompted by a Supreme Court interpretation that a 1997 constitutional amendment designed to stop state agencies from imposing fees on consumers without a two-thirds legislative vote also applied to raising college tuition.</p>
<p>Louisiana is the only state that requires a two-thirds vote of the Legislature to approve tuition increases. That requirement, coupled with some prior college presidents&#8217; reluctance to impose higher costs on students, led to Louisiana universities having some of the lowest tuition in the nation.</p>
<p>But with recent years&#8217; budget cuts and new heads of universities and university systems, the desire to hold down tuition has dissolved, and they&#8217;re looking for more money.</p>
<p>&#8220;Universities couldn&#8217;t get the Legislature to OK tuition increases, so they imposed fees,&#8221; Caillier said. &#8220;Legislators are more willing to approve fees, but they always ask if the fee is covered by TOPS.&#8221;</p>
<p>Tuition has risen 3 to 5 percent in each of the past five years as lawmakers approved a temporary suspension of the two-thirds requirement, and the GRAD Act allows tuition increases if campuses meet performance standards.</p>
<p>Some universities imposed fees on their own, said Caillier and Casper. It was easier than coming to the Legislature until the clampdown on fee increases hit them too.</p>
<p>The fees significantly increase the cost of attendance.</p>
<p>For example, a Louisiana resident student attending Louisiana Tech in 2011, the most expensive school in the University of Louisiana System, would pay $4,335 a year in tuition, but by the time all fees are added, the cost of enrolling jumps to $6,478. Non-residents are charged an additional $7,125 fee.</p>
<p>&nbsp;</p>
<p>That doesn&#8217;t include the cost of books, food, housing and transportation.</p>
<p>In 2011, Louisiana Tech assessed a $240 Academic Excellence fee, $138 Operational fee, $50 Academic Enhancement fee, $38 Building Use fee, $120 Technology fee, $1,072 University Self-Assessed fee, and $269 in student-assessed fees.</p>
<p>According to the LSU website, besides $2,285 in tuition, students in the fall 2011 semester paid $494.70 in &#8220;required fees,&#8221; a $245 Academic Excellence Fee, a $75 Technology Fee and an $80 Operational Fee. &#8220;Required&#8221; fees include $10 nonrefundable registration fee and $155 Student Health Service fee.</p>
<p>Students also pay $134.50 in &#8220;Student Recommended Fees,&#8221; broken down as $2 Crisis Intervention (The Phone), $5 KSLU Radio, $5 Performing Arts, $24 LSU Union Maintenance Fund, $35 mass transit, $2 LSU-TV, $1 Women&#8217;s Mass Transit, $5.50 Gumbo (yearbook), $1.50 Legacy (magazine), $2 Reveille (newspaper) and $5.50 for Student Government support and initiatives.</p>
<p>Another $195.20 per semester is assessed for some of the same items in the student-assessed fees because students approved increases. The largest are another $130 for the LSU Union renovation, maintenance and activities, and another $31.20 for the mass transit system.</p>
<p>LSU has a Net Price Indicator on its website (<a href="http://www.lsu.edu/" target="_blank">www.lsu.edu</a>) that gives students a good idea of what it would cost.</p>
<p>A simulation shows that an 18-year-old Louisiana graduate taking 12 hours and living with parents or relatives shows an estimated cost of attendance of $14,792 a year. Besides tuition, students in that category pay $4,682 for room and board, $1,500 for books and supplies, and $3,400 estimated personal expenses, entertainment and transportation.</p>
<p>Living off campus with a roommate is estimated at $22,944 a year. Living on campus in a dorm and eating cafeteria food are estimated to cost $20,614.</p>
<p>All scenarios could be reduced $4,404 if the student received merit and need-based aid.</p>
<p>And then there are books.</p>
<p>At one time, students could reap big savings by renting used books. A check of the ULM Bookstore prices, though, shows that in some cases there&#8217;s not that much difference between renting and buying a used book.</p>
<p>New books often are a different story.</p>
<p>If you&#8217;re going to Pharmacy School, the three pharmacology books for one course (PHRD-4083) can run you $418 new or $313 used. Knock it down to $261.30 by renting one used and one new and buying one used. That&#8217;s the cheapest option and chances are, you&#8217;ll never use them again, according to one pharmacy grad.</p>
<p>By comparison, a book titled &#8220;How to Ace Calculus, The Streetwise Guide&#8221; that&#8217;s used in Math 5004 at UL-Monroe is only $20 new and $15 used. Renting a new book is $19, so it doesn&#8217;t take a math degree to see that renting is not much of a savings over buying. Used rental is $10.50.</p>

<p>On January 16th, 2012, the National Black Heritage Council  hosted Martin Luther King Youth Observation in the MLK Center. The theme of the event was the &#8221;Courage to believe&#8221;. The Christian Outreach Center provided musical selections and a praise dance routine by their &#8221;dominion dancers&#8221;. NSU&#8217;s chapter of Alpha Phi Alpha also provided a segment towards prominent fraternal brother Martin Luther King, Jr. Current queens and former queens were highlighted during the program by current pageant coordinator  Markita Hamilton. The Keynote Address was given by Minister Jaqueline Page of Christian Outreach Center. Minister Page&#8217;s speech revolved around the impact Martin Luther King, Jr had on the Black community and his strong religious faith in God. Closing remarks were given by Councilwoman Sylvia  Morrow. The program marked one of many events during the MLK Holiday.</p>
<p>The festivities started 9am at First Baptist Church on Amulet where breakfast was served. An evening program featured a wreath laying ceremony follwed by a candle lifght march to abundant life from the MLK Triangle. The Climax observation took place at Abundant Life Church featuring a Keynote address from Shreveport&#8217;s Rev.  Dr. Dennis Everett.</p>

<p>Before looking forward to 2012, let&#8217;s look back a little on 2011. The first 2011 issue of The Real Views had a headline that rWayne ead, &#8221;2011 New Leadership&#8221;. The history of 2011 is that the people of DeSoto, Natchitoches, and Red River parishes agreed with that assessment! We have a new representative for State House in District 23 and a new State Senator in District 29. In Natchitoches Parish, the &#8221;Home Charter&#8221; Rule passed big time! Also, in the city of Natchitoches, current mayor Wayne McCullen announced his intent not to run for reelection in 2012.</p>
<p>Now, looking forward to 2012 we are going to see if Lt. Col. Kenny Cox and Mr. Rick Gallot live up to their billing when they were running for office. Time will quickly tell with their committee appointments if they will have any immediate impact of State Government. The most important thing the Real Views will be focusing on in our tri-parish region is the school systems, especially in Natchitoches Parish. The Natchitoches Parish school system is in the worst shape of the three parishes. Natchitoches has to do better!</p>
<p>Last but not least in 2012, is the race for Mayor of the city of Natchitoches.  We certainly have a chance for new leadership at this position. We need a break from the past of politics as usual. We at the Real Views believe that Ms. Juanita Fowler is the person that not only could lead us but also is a person that would be representative of all in the City of Natchitoches! 2012 is also going to be a great year to celebrate Louisiana ! Our state will celebrate it&#8217;s Bicentennial in 2012. So let the party begin!</p>

<p>BATON ROUGE &#8212; Louisiana Insurance Commissioner Jim Donelon is asking the state Supreme Court to reconsider its 4-3 ruling requiring the state to pay more than $100 million stemming from problems answering Citizens Property Insurance claims after Hurricane Katrina.</p>
<p>At a news conference Tuesday, Donelon said the court should not have overruled an appellate court ruling in the state&#8217;s favor on Friday because the state now is liable for about $100 million in fines and interest.</p>
<p>&#8220;I consider this just unconscionable,&#8221; he said. &#8220;It&#8217;s deficient, legally.&#8221;</p>
<p>Donelon&#8217;s opposition to the majority decision is backed by the three justices who wrote dissenting opinions. He said he&#8217;s hoping that if a rehearing is granted, one of the four will join the dissenters.</p>
<p>The Jefferson Parish case centers on a state law that says Citizens has to respond to a customer&#8217;s claim within 30 days and begin the process of resolving it. Failure to do so qualifies the property owner for a reward of up to $5,000.</p>
<p>After Hurricane Katrina in August 2005, which flooded the Citizens offices in Jefferson Parish, all insurance companies were overwhelmed with claims and even larger private companies weren&#8217;t able to respond within 30 days, Donelon said. But the law applies only to Citizens.</p>
<p>He said the former Citizens director had to get a National Guard escort to retrieve a hard drive from a computer because flooding sealed off Jefferson Parish.</p>
<p>If the ruling stands, Donelon said, Citizens has enough in reserves to pay &#8220;the first wave&#8221; of the court-ordered judgment. But if thousands more become available or if there&#8217;s a hurricane next year, there&#8217;s a chance every property owner in the state stands to lose.</p>
<p>Citizens probably would have to impose an assessment on every piece of property in the state that&#8217;s insured by any insurance company.</p>
<p>&#8220;If the wind blows like it did in Gustav, there will be an assessment,&#8221; Donelon said. &#8220;Taxpayers end up paying it.&#8221;</p>
<p>Property owners can claim a refund on what they&#8217;re assessed for Citizens, but that just means that the state picks up the tab with taxpayer money.</p>

<p>About half of property owners claim their refunds and the remaining money goes into the state general fund, Donelon said Fred Herman, one of the attorneys representing 25,000 Citizens policyholders who participated in the class-action suit against Citizens, says he and other attorneys &#8220;respect the right of any party in litigation to exhaust all remedies.&#8221;</p>
<p>But he believes Donelon is wrong.</p>
<p>Herman said he finds it &#8220;offensive&#8221; that Donelon chooses to &#8220;chastise the judiciary when the outcome did not favor his position.&#8221;</p>
<p>The legal battle first went to court in 2009 when a Jefferson Parish judge ruled in the plaintiffs&#8217; favor. Citizens and Donelon appealed and won in appellate court.</p>
<p>Friday&#8217;s ruling reinstates a $92.8 million judgment against Citizens for not promptly starting the claims process. It awards $5,000 each to 18,573 Citizens policyholders who qualified, but Herman said there are 7,000 to 10,000 more who might qualify.</p>
<p>On top of the $92.8 million in fines, Citizens is liable for another $11 million in interest that piled up since the 2009 ruling.</p>
<p>&#8220;We could have resolved it for a significant savings,&#8221; Herman said, because the plaintiffs offered to settle the case for $50 million and spread the payment over two years. &#8220;But Donelon sat on his hands and didn&#8217;t take it to the (Citizens) board. Ultimately, the policyholders suffer.&#8221;</p>
<p>Donelon said another part of the ruling he objects to is that every party to the lawsuit gets $5,000 when the law states that the penalty could be as much as $5,000.</p>
<p>Current Citizens Executive Director Richard Robertson said everyone in the lawsuit got his claim paid, except for those whose damage was not great enough to exceed the deductible. It just took longer than 30 days to respond to the claims.</p>
<p>Donelon said he expects anger from Citizens&#8217; customers in North Louisiana who tried a similar lawsuit but were ruled ineligible.</p>
<p>He said he also objects to the possibility that attorneys will receive 40 percent of settlement as their fees, which he contends would be another example of lawsuit abuse.</p>
<p>Herman said the court will decide how much the attorneys receive. He said the usual amount is 20 percent to 40 percent.</p>
<p>Donelon said the law shouldn&#8217;t be &#8220;used by opportunistic trial lawyers who use if fill to their pockets with tens of millions of dollars at taxpayer expense.&#8221;</p>
<p>Donelon tried to change the law last year but the Legislature rejected it.</p>

<p>SHREVEPORT &#8212; Louisiana will benefit to the tune of more than $160 million from the fiscal 2012 federal appropriations bill that passed the Senate on Saturday and awaits signing by President Barack Obama.</p>
<p>Barksdale Air Force Base gets almost $30 million to fund two major projects. One, for $23.5 million, will allow for construction of a Mission Support Group Complex, with an additional $6.2 million for a new hydrant fuel system.</p>
<p>&nbsp;</p>
<p>There also is more than $70 million earmarked for Fort Polk, a sprawling Army training site in Vernon Parish that also supports Barksdale, and $60 million to help finance a new Veterans Affairs hospital in New Orleans.</p>
<p>&nbsp;</p>
<p>The Fort Polk funding has its greatest amount, $27 million, dedicated to the purchase of 8,250 acres of land, vital for the base&#8217;s mission of training U.S. and allied troops, said U.S. Sen. Mary Landrieu. The New Orleans Democrat, chair of the Senate Appropriations Committee&#8217;s Subcommittee on Homeland Security, championed the measure.</p>
<p>&nbsp;</p>
<p>&#8220;The men and women of Barksdale are leaders in the effort to provide our military families with high quality of life and educational opportunities,&#8221; Landrieu said, noting the base&#8217;s recent selection as a finalist for the 2012 Air Force Commander in Chief&#8217;s Annual Award for Installation Excellence. The base is guaranteed $500,000 as a finalist and will get $1 million if chosen as the premier establishment. &#8220;There is no other Air Force base that is more deserving of this award.&#8221;</p>
<p>&nbsp;</p>
<p>Tuesday, Landrieu said &#8220;these new investments signal a great future for Barksdale. &#8230; The fact (Air Force Global Strike Command) was placed at Barksdale is an indication of the Pentagon&#8217;s belief in Barksdale&#8217;s future, that&#8217;s without question. The chances of a closure would be extremely minimal. But you cannot rest on your laurels.&#8221;</p>
<p>&nbsp;</p>
<p>Improving the support elements that can be used for any mission tasked to the base is important, she said, as is continually improving the lot of the families that live and work on the 22,000-acre facility.</p>

<p>Vital, she said, is working toward funding and building a new northern gate allowing access to interstates 20 and 220 and improving the quality of education afforded to base families. She noted it can take 40 minutes for someone to drive from new housing on the base to a gas station or a retail establishment, and that isn&#8217;t acceptable.</p>
<p>&nbsp;</p>
<p>&#8220;It is absolutely vital that the men and women stationed at Barksdale have access to the conveniences that any middle-class family would want,&#8221; she said. &#8220;That military footprint is worth billions and billions to our economy. &#8230; Barksdale is the leading economic driver of the entire region. The local parishes need to step up and do everything they can.&#8221;</p>
<p>&nbsp;</p>
<p>And that is happening. She noted the success of the Cyber Innovation Center, which she showed off to Department of Homeland Security Secretary Janet Napolitano recently when a $300,000 cyber-educational grant from the department to the CIC was announced.</p>
<p>&nbsp;</p>
<p>And she praised collaboration with Barksdale Forward, an area booster group that supports the base and its missions, and said it serves as a model for other communities in the state.</p>
<p>&nbsp;</p>
<p>&#8220;Our delegation can just do so much,&#8221; she said.</p>

<p>Grinches didn&#8217;t steal Christmas, but they did steal 10 bicycles that were going to be Christmas presents for needy children in the Alexandria area.</p>
<p>&#8220;It&#8217;s a shame to steal from a place of worship, especially during the holiday season,&#8221; Salvation Army Maj. Ken Nelson said.</p>
<p>Nelson and fellow Salvation Army workers stood in near-disbelief in the Salvation Army Center for Worship and Service in Alexandria on Tuesday after the bicycles were stolen from the center.</p>
<p>The bicycles had been donated to be given to less-fortunate children as Christmas gifts.</p>
<p>The Salvation Army is using the center on Lee Street to store Christmas toys and other gifts. Entry was gained into the center after one of the center&#8217;s windows was broken.</p>
<p>&#8220;This is a place we use as a chapel for worship,&#8221; Nelson said. &#8220;Why people would want to steal from us, while we are doing God&#8217;s work by helping less fortunate people, makes no sense. It&#8217;s just sad to see.&#8221;</p>
<p>Nelson said he was notified by Alexandria police that the center had been burglarized.</p>
<p>&#8220;The police called us and told us that someone happened to see the window broken,&#8221; he said. &#8220;We received the call of the burglary around 6:30 a.m. The police don&#8217;t know what was used to break the window. We&#8217;ve had a window broken three or four times.&#8221;</p>
<p>&#8220;This is the first time that something was stolen.&#8221;</p>
<p>Salvation Army workers searched through names to see what children would not get bicycles that the Salvation Army planned to give them.</p>
<p>One room contained black bags, filled with toys and items, to be given to children and families through the Angel Tree program.</p>
<p>Another room contained toys to be given to children who were not &#8220;adopted&#8221; through the Angel Tree program.</p>
<p>Salvation Army Maj. LeeAnn Nelson, Ken Nelson&#8217;s wife, said the bicycles were purchased by donors.</p>
<p>&#8220;Each bike cost about $100. We start collecting toys at the end of September,&#8221; she said. &#8220;We will be helping 214 families, 750 kids and 53 senior (citizens). They probably used a tool to break the window. We didn&#8217;t see a brick or anything around used to break the window.&#8221;</p>
<p>LeeAnn Nelson said the gifts and other items will be given to families and seniors at the center, 1620 Lee St., from 9 a.m. to 3 p.m. Thursday.</p>
<p>Glass Specialties Inc. in Alexandria will replace the window, she said.</p>
<p>&#8220;It&#8217;s going to cost about $900 to replace the window, and that&#8217;s not including tax and installation,&#8221; she said. &#8220;It will take three to four weeks to replace the window. The case had been turned over to the Alexandria Police&#8217;s detectives division. We will replace the bicycle for children with another gift.&#8221;</p>
<p>&#8220;The families didn&#8217;t know if their child would be receiving a bicycle,&#8221; so such a child won&#8217;t know that he or she had been scheduled to get a bike before the thefts.</p>
<p>LeeAnn Nelson said those interested in donating to the gift-giving project may contact the Salvation Army at (318) 442-0446.</p>

<p>Calvin Haynes went home Tuesday for Christmas.</p>
<p>Haynes, 15, of Natchitoches nearly died on Dec. 12 during Natchitoches Central&#8217;s freshman boys basketball game at Pineville High School. On Tuesday, a day after having a defibrillator surgically placed in his chest in New Orleans, Haynes and his mother, Clara, went home for the first time since the terrifying incident.</p>
<p>&#8220;I wasn&#8217;t at the game, but I was blessed with angels that worked with my son that got him back to life,&#8221; said Mrs. Haynes. &#8220;His heart had stopped beating for eight minutes, and he was unconscious for 30-40 minutes. Some people say he is lucky to be alive. He wasn&#8217;t lucky, he was blessed.&#8221;</p>
<p>Haynes, a small forward, wasn&#8217;t a starter in the contest, but he remembers being sent into the game in the second quarter.</p>
<p>&#8220;I don&#8217;t remember going down,&#8221; he said. &#8220;I remember scoring a basket and going back (down court) to play defense. The next thing I knew, I was waking up in the hospital.&#8221;</p>
<p>Micah Coleman, in his sixth year as the varsity boys&#8217; basketball coach at Natchitoches Central, was watching from the sideline while freshman coach Kolton Sepulvado&#8217;s Chiefs played the Rebel freshmen. As Coleman was visiting with Pineville varsity boys&#8217; basketball coach Corey Simon, Haynes made a nice move to the goal for a layup off the glass.</p>
<p>&#8220;I was talking with Corey about Calvin after he caught Corey&#8217;s eye with that score,&#8221; Coleman said, &#8220;and pointing at him as he was running down floor and then collapsed. You see kids fall all the time in basketball, but you could tell there was something different about the way he fell. To say it scared me would be an understatement. I was terrified.&#8221;</p>
<p>&#8220;It was a dead sound,&#8221; said Gage Trahan, a certified athletic trainer and Pineville teacher who was on duty at the game and administered to Haynes on the court. &#8220;Initially, it looked as though he was having a seizure. He was very rigid and shaking.&#8221;</p>
<p>Donna Lemoine, a nurse from Rapides Regional Medical Center who happened to be at the game because her daughter was scheduled to play in a freshman girls basketball game after the boys contest, soon joined Trahan on the court to help.</p>

<p>Despite the appearances, Haynes wasn&#8217;t having a seizure, Lemoine said, noting he wasn&#8217;t breathing and didn&#8217;t have a pulse.</p>
<p>&#8220;We did several minutes of CPR,&#8221; said Lemoine, a former paramedic and emergency room nurse who taught CPR for 20 years and now is director of the trauma department at Rapides Regional. &#8220;At one point, it seemed he started breathing again, but it was not a good pulse.&#8221;</p>
<p>Trahan got Simon to call an ambulance and the Pineville Fire Department, and he hustled to get an automated external defibrillator (AED) that was by the school cafeteria near the gym.</p>
<p>&#8220;That&#8217;s what the patient needed,&#8221; said Lemoine, who had also been doing mouth-to-mouth resuscitation on Haynes. &#8220;Gage turned it on and started analyzing the heart rhythm, and it advised he needed to be shocked. We shocked the patient and started doing CPR again.&#8221;</p>
<p>By the time the ambulance and Pineville firefighters arrived, Haynes was stable enough to be transported to the emergency room.</p>
<p>&#8220;When I got to the hospital, Calvin was conscious and recognized my voice,&#8221; said Mrs. Haynes, who arrived at the ER about 15 minutes after her son. &#8220;He was in and out (of consciousness).&#8221;</p>
<p>Haynes eventually was taken to the intensive care unit.</p>
<p>&#8220;I felt drowsy and didn&#8217;t know what was going on,&#8221; he said. &#8220;The only thing that kept me calm was hearing my mom and my coach telling me everything was OK.&#8221;</p>
<p>&#8220;I&#8217;ve prayed pretty hard in my lifetime, but never with quite the same energy than when I was on the way to the hospital,&#8221; said the 34-year-old Coleman. &#8220;Once I heard his voice, that was the best definition of relief I&#8217;ve ever experienced. His words were kind of slow and slurred, but I didn&#8217;t care as long as he was talking.</p>
<p>&#8220;To see someone go from being a happy-go-lucky 15-year-old to someone hanging on for life, that&#8217;s how fragile life can be,&#8221; Coleman went on. &#8220;We prayed several times and told him we were praying for him and that, no matter what, it was going to be OK. We told him we weren&#8217;t going anywhere and he was not alone.&#8221;</p>
<p>Scott Cochran, the director of sports medicine at Christus St. Frances Cabrini Hospital and a member of the Louisiana High School Athletic Association&#8217;s medical advisory board, said Pineville High School is the only school in Central Louisiana that has a full-time certified athletic trainer on its staff.</p>

<p>Most other schools, in not only Central Louisiana but all of Louisiana, would probably have not had a trainer at a ninth-grade game,&#8221; said Cochran, noting Cabrini and some &#8220;other entities&#8221; pay Trahan, hired as a health teacher at Pineville, a stipend to help cover his athletic training duties.</p>
<p>The same, Cochran said, goes for part-time trainers who work some practices and games at Alexandria Senior High, Holy Savior Menard and Tioga.</p>
<p>&#8220;Thanks to Gage and Donna Lemoine,&#8221; said Pineville Principal Karl Carpenter, &#8220;we have a 15-year-old male who will celebrate Christmas with his family as opposed to being in a tragic situation.&#8221;</p>
<p>Haynes was sent last week from Rapides to Children&#8217;s Hospital in New Orleans for tests.</p>
<p>&#8220;They did several tests, but didn&#8217;t find anything wrong,&#8221; said Mrs. Haynes, whose husband, Calvin Sr., a former Alcorn State offensive lineman and Mississippi junior high basketball coach, died in 1997 at age 45 of a heart attack.</p>
<p>&#8220;They put a defibrillator in Monday to make sure this doesn&#8217;t happen again,&#8221; Mrs. Haynes continued, &#8220;and since everything went well with that, we can go home.&#8221;</p>
<p>Mrs. Haynes said because of her husband&#8217;s death, she sent her son to a doctor for a physical last August, noting he was &#8220;cleared to play football and all sports.&#8221;</p>
<p>Coleman said he didn&#8217;t leave Haynes&#8217; side the night he suffered from cardiac arrhythmia until both his mother and the doctor told him he would be OK, after which he returned home to Natchitoches and &#8220;promptly hugged my kids.&#8221;</p>
<p>&#8220;The next morning,&#8221; Coleman said, &#8220;he called me and said, &#8216;Coach, I wanted to check on you, are you OK?&#8217; That&#8217;s the kind of kid he is. With all that he&#8217;d been through, he was calling to check on me. I kind of laughed and said, &#8216;Yeah, Calvin, I&#8217;m OK as long as you&#8217;re OK.&#8217;&#8221;</p>
<p>&#8220;I just feel blessed,&#8221; said Haynes. &#8220;I&#8217;m thankful there were people at the game who knew CPR and could help me. I&#8217;m happy that their school had (an AED) that shocked my heart. If they hadn&#8217;t, no telling what would&#8217;ve happened.&#8221;</p>
<p>And he&#8217;s had plenty of time to think about that.</p>
<p>&#8220;I&#8217;ve thought about how I am lucky to live and have a second chance,&#8221; he said. &#8220;Instead of taking life for granted, I will appreciate each day from now on.&#8221;</p>
